Second Judicial District - Ramsey County

The entire Second Judicial District is located within Ramsey County. The Second District is very diverse, ethnically, racially and geographically. This program is primarily a volunteer program, with approximately 150 volunteers covering 210 cases. We hold monthly informational meetings in the community and at our office. Attendance at an informational meeting is a requirement of the certification in the Second District. We certify new CASA guardians twice a year, offering pre-service in the spring and fall.

The Second District certified its first Guardians ad Litem in 1985, and has been an active member of CASA since that time. We are currently focused on increasing our volunteer pool to more closely match the diversity of the families we serve. We are especially interested in volunteers from the African American, Hispanic and Hmong communities.

The Second District has three Coordinators who provide day-to-day support and supervision to our volunteers. They are Melanie Williams, Ramona Olson and Tiffany Halligan. Laura Miles manages the district program. In addition to our volunteers, we have a full time Guardian ad Litem who works with our Indian families to ensure compliance with the Indian Child Welfare Act. We also have twelve other Guardian ad Litem employees who take a variety of case types.
